It is possible that with a little bit of study or training, anyone can put something together and get it on the web. But is it really an effective site?

Has it been designed for usability, with lots of features, making customers want to return?

Does it follow any SEO guidelines?

Does it have an RSS feed?

A forum?

Community functionality?

These any many more questions are usually answered with a 'no' at best and a 'Huh?' at worst.
